Public noticeNotice is hereby given that Cheshire West and Chester Borough Council propose to make the following Traffic Regulation Order in accordance with the provisions of the Road Traffic Regulation Act 1984.CHESHIRE WEST AND CHESTER BOROUGH COUNCIL (BROOK STREET, NESTON) (PROHIBITION AND RESTRICTION OF WAITING AND LOADING) ORDER 2021 The effect of the Order will be to limit waiting to 20 minutes, return prohibited within 1 hour, between 8am and 5pm Monday to Saturday in the lay-by outside the multi-storey car park on the north side of Brook Street. The Order will also consolidate existing restrictions. Full details are in the draft Order which, together with a plan showing the extents of the proposal, may be viewed in the Public Notices section of the Council’s website. All objections and other representations relating to the Order must be made in writing to the undersigned by 5 February 2021 and objections must specify the grounds on which they are made. This Order shall come into operation on the >> day of >> 2021 and may be cited as the “Cheshire West and Chester Borough Council (Brook Street, Neston) (Prohibition and Restriction of Waiting and Loading) Order 2021”. 2. The Cheshire West and Chester Borough Council (Prohibition and Restriction of Waiting and Street Parking Places) (Civil Parking Enforcement and Consolidation) Order 2013 (“the 2013 Order”) is hereby amended by the substitution of the prohibitions and restrictions of waiting and loading shown on attached plan (tile reference BM9/A) on lengths of Brook Street and the car park access road to those depicted on the corresponding lengths on the relevant plan (tile reference BM9) attached to the 2013 Order. All other restrictions shown on the said plan attached to the 2013 Order shall continue in full force and effect. Statement of reasonsIt is proposed to limit waiting in the lay-by on the north side of Brook Street to a maximum of 20 minutes between 8am and 5pm (Monday to Saturday). This is to address local businesses concerns that vehicles are parking for lengthy periods of time in the lay-by, and thus reducing the opportunity and capacity to generate turn over trade in the town centre.Drivers wishing to park their vehicles for longer than 20 minutes can use the nearby off-street car parks which are free of charge.
